    UAE and Germany Commit to €40 Billion Investment, Strengthening Strategic Ties

    BERLIN, GERMANY / RankWire.AI / – During a state visit to Berlin, the United Arab Emirates and Germany formalized their Enhanced Strategic Partnership by launching a new Strategic Dialogue and agreeing to create a bilateral Investment Council. UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz attended the announcement, which included the signing of 12 government-level agreements, memoranda, and declarations. These agreements encompass sectors such as investment, energy, technology, aviation, security, legal cooperation, environmental matters, data systems, and culture. They further expand the framework of the UAE-Germany Comprehensive Strategic Partnership, established in 2004.

    The newly formed Strategic Dialogue aims to facilitate collaboration in areas including regional security, defense, trade, investment, energy, climate change, digital transformation, transportation, education, and emerging technologies. Both nations also signed a declaration of intent to establish the German-UAE Investment Council, which will serve as a platform for engagement between public and private sectors on investment initiatives. Additionally, officials revived the Joint Economic Committee, creating another formal avenue for bilateral economic and commercial dialogue.

    Among the government agreements are new arrangements for air transport access for UAE national carriers at Berlin Airport. The accords also include cooperation on passenger procedures, crime prevention, and mutual legal assistance in criminal matters. Separate documents address cooperation in defense and security, environmental policy, data hosting, and information systems. Both countries committed to further expanding energy collaborations and signed a memorandum for cultural cooperation as well.

    Economic Scale Enhanced with €40 Billion Investment Package

    The visit resulted in a substantial UAE investment package worth 40 billion euros dedicated to Germany. This package covers the development of advanced digital infrastructure, including plans for new data centers with approximately 1 gigawatt of capacity. Moreover, UAE and German companies formalized 29 business agreements and memoranda exceeding 9.356 billion euros in value. These commercial arrangements complement the government agreements announced during the visit, broadening the economic scope of bilateral discussions.

    Trade and investment figures highlight the depth of existing economic relations. In 2025, UAE-Germany non-oil trade reached $15.5 billion, reflecting an increase of over 14% compared to the previous year. Cumulative investment flows between the two nations surpassed $10 billion from 2021 to 2025. Both governments also highlighted ongoing negotiations for a comprehensive trade agreement between the UAE and the European Union.

    Expansion of Energy, Technology, and Transportation Collaborations

    The investment agenda features additional corporate projects involving companies like Covestro, RWE, ADNOC, and Masdar. Current UAE-linked investments in Germany include XRG’s approximately 15 billion euro stake in Covestro. The two governments also identified natural gas, renewable energy, and hydrogen as key areas for continued cooperation in energy. Agreements further extend to digital infrastructure, artificial intelligence, and other cutting-edge technologies within the broader bilateral framework.

    Spanning from September 9 to September 11, the visit marked the first state visit by a UAE president to Germany. Discussions in Berlin covered economic cooperation, technological innovation, energy, culture, education, and regional issues. The establishment of the Strategic Dialogue, Investment Council, and other agreements provides new formal channels for managing ongoing cooperation. Overall, the measures announced encompass government policies, investment initiatives, private-sector agreements, transportation access, and major infrastructure projects.
