Severe Funding and Staffing Shortfalls Impede Large-Scale Ebola Fight, WHO Reports

    September 10, 2026

GENEVA / RankWire.AI / – A critical obstacle in controlling the growing Ebola epidemic in the Democratic Republic of the Congo stems from significant shortages in trained personnel, operational partners, and financial backing. According to technical updates from the World Health Organization, the outbreak has advanced beyond its initial epicenter in Bunia, now affecting six northeastern provinces. The current epidemic, caused by the Bundibugyo species of the virus, has reported over 6,000 cases and 3,175 deaths, making it the deadliest Ebola outbreak in the country’s history. Efforts to combat Ebola are hindered by staffing and funding gaps, prompting international agencies to urge donors worldwide to accelerate their financial support.

Healthcare workers in protective gear manage patient isolation areas inside treatment facilities.

To counteract the geographic spread, health authorities introduced a decentralized treatment approach, aimed at establishing care facilities nearer to affected rural communities. Response teams have set up nearly 1,400 treatment beds across 59 dedicated operational centers. Nonetheless, technical evaluations indicate that an additional 1,600 beds are essential to achieve the needed total capacity of 3,000 beds. Attaining this goal requires recruiting and training about 5,000 more healthcare workers to support the existing 9,000 health personnel needed for comprehensive operational readiness.

Challenges posed by operational expenses and resource limitations have further slowed expansion efforts across distant provinces. The daily cost for personal protective equipment averages $25 per healthcare worker entering high-risk patient isolation zones. Running a standard 50-bed treatment center involves roughly $500,000 in expenses, creating significant financial strain amid declining global donor funding. Data shared through the Emirates News Agency highlights that fully operational treatment centers and enough qualified staff are vital to improve patient survival and halt transmission pathways.

Funding and Staffing Deficits Significantly Hinder Ebola Response in Congolese Regions

The persistent lack of non-governmental partners capable of managing complex isolation facilities remains a key structural challenge. Luca Fontana, WHO technical lead, pointed out that only five or six global humanitarian organizations possess the necessary expertise to establish and operate specialized Ebola treatment centers. Without additional operational partners to take over existing sites, primary technical teams are confined to current facilities, limiting their ability to deploy resources to new outbreak hotspots.

In response to these partner shortages, the Ministry of Health of the Democratic Republic of the Congo has directly taken control of several treatment centers established during the initial phase of the epidemic. However, officials caution that the country’s administrative capacity risks becoming overwhelmed if the virus continues spreading across eastern border areas. Staff shortages and funding issues continue to hamper Ebola response efforts, with international health agencies calling for immediate deployment of additional partners to support frontline government workers.

Congolese Government Takes Over Management of Treatment Facilities

To meet scaling demands, the Congolese government along with global health agencies launched a revised operational response plan spanning six months, valued at $1.3 billion. This strategic plan emphasizes expanding epidemiological surveillance, procuring vital medical supplies, strengthening community engagement, and ensuring the availability of personal protective equipment for clinical personnel. Given that the Bundibugyo strain lacks a licensed commercial vaccine or specific antiviral treatment, supportive clinical care within well-equipped treatment centers remains the primary method for reducing fatalities.

International health organizations continue to appeal to governments and philanthropic entities worldwide to release pledged funds without delay. Official updates on case numbers, facility distribution, and resource allocation will be shared through official public health registry portals as clinical infrastructure expands across eastern provinces.
